Teacher Positions and the New School Year

There are four “types” of teachers for the purposes of staffing for a new school year. The “types” of teachers are E1 - regular teachers, E2 - regular with particular status, E3 - temporary teacher, E8 - replacement. There are similarities and differences between the groups.

For all groups the general idea of category vs. workload is the same. Workloads are the specific groups or classes a teacher has. They are never selected by a teacher. 

A teacher’s category is a subject or grouping of subjects. Examples include; Elementary General Subjects, English Language Arts Secondary, Math and Science Secondary, Arts Specialist Elementary, Vocational Administration (Adult sector), Literacy and Pre-Secondary English (Adult sector). Categories are not grade levels. A secondary ELA teacher can be assigned any secondary grade level any given year. 

A teacher’s qualified category/ies affect what positions the teacher is offered.  

The descriptions below apply mostly to the Youth Sector. There are no E2 positions in the Adult sector. All other information is accurate to the adult and VT sector.

E1’s: what are they, how are they created, abolished and filled

E1’s are teachers who have a regular post at a specific school. 

E1’s only move between schools due to excess and voluntary transfers. E1’s can only take other vacant E1 positions in their category/ies. These teachers are the ones involved in the voluntary transfer consultation in April. Excess teachers are placed first, then voluntary transfers are considered.

E1 teachers will receive an assignment letter, not a letter of engagement, in May/June, but this workload is subject to change until October 15th. 

Vacant E1 posts become available when a teacher retires, resigns or student enrollment consistently increases at a particular school. 

E1’s are abolished when student enrollment at a school no longer supports the funding of a position.

E2’s: what are they, how are they created, relocated and filled

E2’s are teachers who are guaranteed 100% work, but may be required to change schools between school years. They are also regular teachers. 

These teachers are part of an assignment session/voluntary transfer stage that will occur in early June. These teachers can only be offered vacant E1 or E2 posts. An E2 teacher can, in their category/ies, either accept a vacant E1, remain in their current E2 if it has not been abolished, or request to move to another vacant E2.

Vacant E2 posts occur when an E2 teacher retires, resigns or moves to an open E1 or E2 position. The number of E2 positions is dictated by the Ministry of Education. The board selects positions that are not based on student enrollment numbers and designates them “E2”. The need for these positions can vary and as such the positions can be shifted from school to school between years. 

E2’s are relocated when the situation at the current E2 school is deemed to have changed. It is the discretion of HR. 

Teachers whose E1 or E2 position has been abolished or relocated are called “excess”, and must be placed first within their category. So excess E1’s are placed in vacant E1 positions first. Excess E2’s are placed into vacant E2 positions before other E2’s are allowed to ask to transfer to another E2.

E3’s, E8’s: what are they and how are they created and filled

E3 are temporary positions that are 20 to 100%. 

E8 is a replacement contract for work that belongs to another teacher, but that that teacher is unable to complete. E8’s can vary from 20% to 100% workload. Both of these contracts can have end dates that occur at any point during the school year, but absolutely all of them will end by June 30. 

E8’s are created when a teacher goes on leave. There are a variety of reasons a teacher of any designation could be on a leave. 

E3’s are often positions where there is not 100% work at a school of a category.

All hours worked in E3 and E8 contracts count towards a teacher's priority. Teachers are placed on the priority list after 2 contracts within 3 years and a positive evaluation. 
Every end of June there is a day where any vacant positions left or contracts of any designation are offered to the teachers on the priority list in order of their priority. Teachers are shown the available jobs that they are qualified for, and must select one. Selecting no jobs or not attending the assignment session counts as a refusal. After 2 refusals, the school board will remove the teacher’s name from the priority list.

After the assignment session HR has discretion to fill the remaining E3 and E8 positions as they deem fit. 

The only way for a teacher to move down in position type is to resign, and begin at the bottom as a teacher that is not on the priority list.
